"Radio 17" changed the channel

Vessel Traffic Management VTS of the commercial seaport of St. Petersburg changed from Channel 9 to Channel 13 (call sign “Petersburg radio-17”). But at the same time, some stations, for example Standard Horizon, on this channel have a programmed reduced power.
