21.06.2017 SOLAS requirements for GMDSS equipment on ships:
 
Each vessel must have equipment capable of performing the functions of the GMDSS in the navigation area of ​​the vessel.
Each vessel should have at least two independent radio communication systems capable of transmitting a distress alert;
The equipment should be easy to operate and, if necessary, operate without an operator;
Rescue means (boats, rafts) should be equipped with equipment capable of communicating with JI in the range of VHF radios.
Rescue means must be equipped with SART.
 
Based on these principles, the requirements for the composition of radio equipment are as follows:
 
District A1: VHF radio with DSC, NAVTEX receiver, SART (radar transponder), EPIRB (emergency COSPAS-SARSAT radio beacon), portable VHF radio stations; 
District A2: VHF radio with DSC, NAVTEX receiver, SART (radar transponder), EPIRB (emergency beacon), portable VHF radio stations, VHF radio station with DSC; 
District A3 (1 Inmarsat (RGV)): VHF radio with DSC, NAVTEX receiver, SART (radar transponder), EPIRB (emergency COSPAS-SARSAT radio beacon), portable VHF radios, MF / HF radio station with DSC and TBD, receiver WGW (extended group call) or an IBM receiver (information on safety of navigation) for HF; 
District A3 (2 Inmarsat): VHF radio with DSC, NAVTEX receiver, radar transponder, COSPAS-SARSAT emergency position-indicating radio beacon, portable VHF radios, WGW receiver (extended group call) or IBM receiver (safety information Navigation) on HF, MF - radio station with DSC, ship satellite station INMARSAT; 
Area A4: VHF radio with DSC, NAVTEX receiver, SART (radar transponder), CASPAS-SARSAT emergency position-indicating radio beacon, portable VHF radios, WGW receiver (extended group call) or an MS receiver (safety information for navigation) on HF , MF / HF - radio station with DSC and NBCD;
 
Additional requirements for duplicating radio equipment:
 
In the GMDSS, the following methods should be used to ensure the operation of the ship station equipment:
duplication of radio equipment;
Shore maintenance and repair;
Qualified maintenance and repair on board a ship at sea.
 
Duplication of radio equipment means that the following equipment is additionally installed on board the vessel:
A3 district - VHF station and either MF / HF radio station or SES Inmarsat
area A4 - VHF station and MF / HF radio station
 
For vessels making occasional flights to the area A4 and having an MF / HF radio station as the main one, it is additionally possible to install an Inmarsat-S SES.
Coastal maintenance and repair involves the creation of acceptable conditions and the availability of onshore service centers for the maintenance and repair of ship radio equipment at the request of ships.
Qualified maintenance and repair on board at sea must be carried out by a qualified specialist - radio GMDSS master. At the same time, the ship should have spare parts, equipment schemes, tools.
 
On vessels operating in areas A1 and A2, the equipment must be operational in one of these ways, and in areas A3 and A4, a combination of the two proposed methods.
