Changes in the RMRS Rules

On January 1, 2023, the Russian Maritime Register of Shipping (RMRS) amended the rules for the equipment of sea vessels, effective from March 1, 2023, for ships whose construction or conversion contract will be made after that date.

The changes also affected Part IV of the Rules - “Radio equipment".

Now, instead of one document regulating the requirements for the presence of radio equipment on board, there are two, depending on the conventionality of the vessel.

If the vessel is conventional, it is necessary to comply with the actions of both rules:

If the vessel is not conventional, it is necessary to observe only:



Convention and non-convention courts. Let's figure it out:

THE VESSEL IS UNCONVENTIONAL:

If there is only a 4.1.1 or 4.1.1KA form on board (CERTIFICATE FOR EQUIPMENT AND SUPPLIES / EQUIPMENT CERTIFICATE)

CONVENTION VESSEL:

If there are register forms in the ship's documents:
2.1.10 (CARGO SHIP SAFETY EQUIPMENT CERTIFICATE / CARGO SHIP SAFETY EQUIPMENT CERTIFICATE),
2.1.12 (CARGO SHIP SAFETY RADIO EQUIPMENT CERTIFICATE / CARGO SHIP SAFETY RADIO CERTIFICATE)
as well as lists 4.1.2 and 4.1.6
or
2.1.11 (PASSENGER SHIP SAFETY CERTIFICATE),
as well as lists 4.1.2 and 4.1.6

In case there is not one of the above registration forms on board and you have:

• cargo vessels with a gross capacity of less than 300 r.t.
• non-self-propelled vessels with people on board
• fishing vessels
• self-propelled vessels that do not make international flights

It is important to know that shipowners can change their status from convention to non-convention and back several times a year
