Rescue means - standards for equipping small boats

The norms of equipping small vessels, supervised by GIMS EMERCOM of Russia, operated in inland waters , with a minimum set of safety features:

1 - Kayaks
2 - Rowing inflatable boats, with a capacity of up to 3 people, not having a hard slide.
3 - Rowing boats, rowing inflatable boats, having hard slides, inflatable boats, with a capacity of more than 3 people, without rigid slans.
4 - Motor small-sized vessels up to 6 meters in length
5 - Motor small-sized vessels with a length of 6 to 12 meters
6 - Motor small-sized vessels over 12 meters long
7 - Hydrocycles
8 - Non-self-propelled small vessels with a capacity of less than 80 reg. tons (for non-self-propelled vessels used as towed vessels)

1. Vessels operated in basins of the 5th category may be supplied with life-saving breastplates, in the rowing boats of rental stations it is permitted to have one lifebuoy instead of vests.
2. The presence of pyrotechnic distress signals is not necessary if navigation is carried out along a river, canal or lake in which the vessel can not be more than two kilometers from shore
3. A motor small vessel of up to 6 meters in length is supplied with a fire extinguisher if a fixed a motor with a fixed fuel tank of any size or a device for cooking, heating, etc., operating on combustible fuel.
4. The presence of pyrotechnical distress signals is not necessary if navigation is carried out along a river, canal or lake in which the vessel can not be more than two kilometers from shore
5. A motor small boat over 12 meters long is equipped with 1 fire extinguisher, as well as with another fire extinguisher , if a device for cooking, heating, etc., operating on combustible fuels is installed on board
6. According to the requirements of paragraph 108 of the Rules for Navigation on Inland Waterways of the Russian Federation (IPPV), the use of el of an automotive-type sound signal
7. Non-self-propelled small vessels with a capacity of up to 10 tons are supplied with 1 fire extinguisher, over 10 tons with 2 fire extinguishers

8  non-self-propelled small-sized vessels with a capacity of up to 10 tons are supplied with a hand pump, more than 10 tons with equipment for pumping water from the hold;

9 according to the requirements of paragraph 108 of the Rules for Navigation on Inland Waterways of the Russian Federation (ППВВП), it is allowed to use an electric sound signal of automobile type;

10 A life jacket can be replaced with a whistle;

11 the presence of pyrotechnic distress signals is not necessary if navigation is carried out along a river, canal or lake in which the vessel can not be more than two kilometers from the shore.


Small vessels that are not equipped with signal-distinguishing lights conforming to the requirements of ППВВП, in conditions of reduced visibility and from sunset to sunrise are prohibited for use. It is also forbidden to use ships in which the equipment and equipment of the ship do not comply with the standards specified in the ship's ticket. (According to the current rules of the Ministry for Emergency Situations of Russia for technical supervision of small vessels).

* Red fire flares must be on all types of ships (except rowing boats), and on ships operating in the coastal part of the seas and on large lakes, additional parachute jet missiles should be added.
* According to the rules, individual life-saving appliances (lifebuoys, lifejackets) on board must be painted in orange with the ship's ship's name printed on them and comply with the safety standards.
* All motor and sailing vessels must have on board a set of tools (including a hacksaw for metal) for repairs.
* Vessels of 1 and 2 classes must have a compass (magnetic, satellite), a lot, an anemometer, a barometer, binoculars and a map of the navigation area, and class 1 ships, in addition, should be equipped with radiotelephone communications and radar reflectors.

  • Class I - navigation in sea areas to wave height up to 8.5 m, with a distance of not more than 200 miles from the place of refuge and not more than 400 miles with an acceptable distance between places of refuge.
  • Class II - swim at sea up to 7.0 m with a distance of 100 miles and a distance between shelters of 200 miles.

The norms of equipping small vessels, which are supervised by the State Marine Inspectorate of the Ministry of Emergency Situations of Russia, used for navigation purposes , with a minimum set of safety measures:

1 - Rowing boats
2 - Motor small vessels up to 6 m in length
3 - Motor small vessels of 6 to 12 m in length
4 - Motor small vessels of more than 12 m in length
5 - Sailing small vessels up to 6 m in length
6 - Sailing small vessels of 6 up to 12 meters
7 - Sail boats with a length of more than 12 meters
8 - Hydrocycles

2 small vessels up to 6 meters in length are equipped with a fire extinguisher if a stationary engine with a fixed fuel tank of any size or a device for cooking, heating, etc., operating on combustible fuel is installed on board;

3 small vessels of 6 to 12 meters in length are supplied with 1 fire extinguisher, as well as with another fire extinguisher, if a device for cooking, heating, etc., operating on combustible fuel is installed on board;

4 in accordance with the requirements of Rule 33 of the International Regulations for Preventing Collisions at Sea, 1972 (COLREG-72)

5 a life jacket can be replaced with a whistle;

Small vessels that are not equipped with signal-distinguishing lights that meet the requirements of the COLREG-72, in conditions of reduced visibility and from sunset to sunrise are prohibited for use.
